Boil the macaroni noodles according to box directions until slightly soft. Drain but don’t rinse.
In a large bowl whisk together the mayonnaise, milk, apple cider vinegar, sugar, salt and pepper until smooth.
Add the warm pasta to the dressing mixture, then stir in the carrots and green onions until everything is coated.
Cover and refrigerate for at least 1 hour but overnight is best! The flavors get so much better with time.
